Relating to cost of higher education; declaring an emergency.

Abstract

Prohibits public universities from increasing amount of tuition and mandatory fees charged to resident undergraduate and graduate students during 2019-2020 and 2020-2021 academic years. Prohibits community colleges from increasing amount of tuition and mandatory fees charged during 2019-2020 and 2020-2021 academic years to resident students. Appropriates moneys from General Fund to Higher Education Coordinating Commission for purpose of maintaining current level of tuition and mandatory fees. Requires report to Legislative Assembly detailing average student loan debt of public university and community college students, percentage of public university and community college students who receive student loans, average amount public university and community college students spend annually on textbooks and average amount that public university and community college students spend annually on housing and food costs. Declares emergency, effective on passage.
